China doesn’t currently dare to deploy nuclear weapons. However, it might use them to trigger underwater earthquakes, causing tsunamis. If ordinary uranium isotopes were used, the U.S. would undoubtedly detect them. However, with thorium, if the U.S. cannot gather evidence, the CCP can claim it as a natural disaster.
