In 2016, Zhengzhou was selected as a pilot city for Henan Province’s “Sponge City” initiative, with an investment of 53.5 billion yuan. It was claimed that upon completion, it would completely resolve urban flooding issues. The project was completed in 2020. However, just a few months later, the costly “Sponge City” was exposed for its ineffectiveness. The heavy rain on July 20, 2021, proved that the sponge concept was completely useless. After the flood, many roads in Zhengzhou collapsed. Netizens familiar with the “Sponge City” construction noted that media photos of the sunken sidewalks in Zhengzhou showed that the loose soil in the foundation had been entirely washed away by the rain. Above this loose soil there was only a shallow layer of cement and gravel, topped with decorative tiles and no drainage facilities were visible beneath the surface.
