From May 17 to 18, heavy rainfall struck Shimen County in Changde City, Hunan Province, with a 24-hour total precipitation reaching 363.5 millimeters. The downpour triggered flash floods along the Xiangshui River, causing water levels to surge nearly ten meters. What is particularly alarming, however, is not only the scale of the flooding but also the substandard construction projects that were instantly exposed.
