The former father-in-law of slain Hong Kong model Abby Choi Tin-fung has been sued for at least HK$127.9 million (US$16.4 million) in outstanding stamp duty in connection with a property purchase six years ago.

Retired police sergeant Kwong Kau, 67, was slapped with a fresh civil lawsuit on Tuesday for allegedly defaulting on stamp duty payment after signing a sale and purchase agreement on July 11, 2019.
The secretary for justice, which lodged the civil claim on behalf of the collector of stamp revenue, alleged that Kwong was liable to pay outstanding amounts including HK$7.8 million in ad valorem stamp duty, HK$10.9 million in buyer’s stamp duty and a penalty of HK$109 million, which represents 10 times the buyer’s stamp duty for late payment that exceeds two months.
The writ did not specify the property involved in the 2019 transaction, but the Post learned that Kwong signed an agreement that day for the purchase of an upscale flat at the Kadooria housing complex in Ho Man Tin at HK$72.8 million.
Choi’s mother applied for a court injunction in 2023 to restrain the former sergeant from selling the property.

Also in that year, HSBC took legal action against Kwong in a bid to recover outstanding mortgage payments on his subsidised flat in Kwai Chung’s Sheung Man Court.
