Typhoon Pulasan, the 14th of the year, made landfall again in Shanghai’s Fengxian District on the evening of September 19. It seemed like a weaker storm, but the rainfall that came with it was astonishing. After a night of heavy rain, roads turned into rivers. Cars driving on the streets looked more like boats sailing through water. Several districts in Shanghai were flooded, making travel difficult and creating safety hazards.
