The deal between Kim Jong-un and Putin seems mutually beneficial on the surface. Kim is short on cash, food, and oil, while Putin, squeezed by Western sanctions, lacks weapons, soldiers, and funds, especially as the war in Ukraine drags on with no end in sight. Kim stepped in as an unexpected lifeline, offering soldiers, weapons, and ammunition. According to a recent report from South Korea’s National Intelligence Service to parliament, Russia is expected to pay each North Korean soldier about $2,000 monthly, though this money will almost certainly go to Pyongyang rather than the soldiers themselves. With around 10,000 soldiers deployed, Pyongyang stands to gain over $200 million annually. Russia will also provide North Korea with between 600,000 and 700,000 tons of rice annually, nearly 20% of North Korea’s total food production. This will help with North Korea’s roughly one million-ton food shortage each year.
