The force said the man, believed to be in his eighties, was found injured near a multistorey car park at Cheung Hang Estate at around 2.30pm on Wednesday and was later confirmed dead at the scene.
Investigators suspected the man had fallen from the building, police said.
Soon after, officers discovered an unconscious woman in her sixties, who was subsequently pronounced dead, inside a flat in Wang Sum House in the adjacent Cheung Wang Estate.
A source said the pair were a married couple living together in the flat.
