Europe’s recent move is mainly due to the overwhelming number of small parcels being sent from China. In 2024, over 4.6 billion small parcels entered Europe, with 91% coming from China. This means that every second, 145 Chinese parcels enter Europe, all of which benefit from tax exemptions. France, in particular, has been overwhelmed by the low-priced parcels from Chinese e-commerce platforms. This situation has only worsened in 2025, with the number of parcels doubling compared to 2023 and quadrupling compared to 2022. The influx of Chinese goods has become so massive that many French media outlets are calling it an “invasion.”
