Looking at the data, kindergartens decreased by 14,800 in 2023, by 21,100 in 2024, and directly decreased by 21,400 in 2025, with the closure rate continuing to accelerate. The number of enrolled children dropped even more dramatically, from a peak of 48.18 million in 2020 down to 32.25 million in 2025, a reduction of over 12 million toddlers in five years. This scale is equivalent to more than half of Shanghai’s permanent population vanishing out of thin air from the domestic education system.
