“Distant capture” has recently become a term in China, not to refer to fishing vessels heading far out to sea, but instead to describe a troubling trend. In recent years, as the economy has slowed, law enforcement from less-developed areas have been luring companies from other regions into setups, sometimes linking them to laundered funds and other supposed criminal ties. These tactics allow authorities to freeze accounts and initiate cross-province pursuits. Often, only by paying huge fines can those affected secure release.
