On July 31, Chinese authorities officially released the State Council Regulations on Exit and Entry Administration, which will take effect on September 15, 2026. The regulation contains 19 articles, and its most significant change, according to legal analysts, is that it formalizes and legalizes border control measures that had previously operated in a legal gray area.
