Beijing’s New Entry-Exit Rules Aim to Halt Tech Outflows, Crush Dissent: Analysts

Beijing has unveiled new border rules aimed at halting critical technology outflows and crushing dissent at home and abroad, experts warn.
According to regulations issued by China’s State Council on July 31, authorities can bar citizens from departing if they are deemed to pose a threat to industrial or technological security.
The measures also subject returning nationals to exit bans of six months to three years for overseas activities deemed to endanger national security and interests.
Relevant agencies are required to provide written reasons for an exit restriction but are not required to notify individuals when cases involve national security.
