Hong Kong guidelines on AI development and application ‘coming soon’

Hong Kong will soon announce guidelines on the development and application of artificial intelligence (AI), the city’s innovation chief has said.

Secretary for Innovation, Technology and Industry Sun Dong revealed the move on Sunday after last week saying more than 70 government departments would use a locally developed ChatGPT-style AI tool powered by DeepSeek’s data learning model.

He said on Sunday that guidelines on AI development and use, which had first been mentioned two years ago, would be announced soon and that they would protect the rights of different stakeholders, including copyright holders.

“Regarding privacy, we will certainly have relevant guidelines to regulate,” he said.

Sun last week said more than 70 departments had commenced trials and aided in training on a locally developed AI tool since the middle of 2024.

The tool, named “HKGAI V1”, is capable of delivering instant responses to user queries through a chatbot interface.

The departments are also expected to use a new model powered by mainland China’s DeepSeek. Sun said the new version ranked first in terms of safety when he was asked about the risks of data leaks.
