A motorcycle speeds by, and a young man on the back holds up a firework tube, lighting it as they go. A police car closely follows in pursuit. At the next intersection, the young man runs straight into a group of police officers waiting for him. He immediately takes off on foot, but the officers quickly tackle him to the ground.
