Lam Chi-ting, director of the Hong Kong Tourism Industry Employees’ General Union, said the man was qualified to lead both inbound and outbound tours, but the association was still checking his membership status to determine his eligibility for insurance compensation.

“The victim was about 50 to 60 years old, he had a tour escort licence and a tour guide licence. In other words, he can take Hongkongers on outbound tours and receive inbound tourists coming to Hong Kong,” he said.

“He is relatively experienced and has regularly led outbound tours, as well as local tours and those involving inbound tourists.”

The union representative added that the man was working in the industry as a freelancer, which was common in the sector.
