China’s Tax Crackdown Hits All: Rich, Poor, 1.2 Billion Earn Below $400 Monthly

The deeper issue lies in China’s tax structure. Data from 2022 shows that among the country’s 1.4 billion people, more than 1.2 billion earn less than 3,000 yuan per month. Even in major cities, those earning over 5,000 yuan face high living costs. Only 5% of the population pays income tax, and there are just 600,000 to 700,000 high-income earners making over 1 million yuan annually, accounting for only 0.5% of the population. As a result, the government heavily relies on businesses for tax revenue.
