On June 24, a surreal scene appeared on Ruikang Road in Guangzhou. A merchant led a tall horse along a modern city street. Heavy rolls of fabric were tied to the horse’s back. A second horse followed behind, acting almost like an escort. A traffic police officer walked with them. He seemed unsure how to respond. It was likely his first time dealing with such a situation. He did not know whether to issue a fine or intervene directly. So he continued walking while calling for instructions from his superiors.
