The force said on Monday that the 80-year-old man, surnamed Lam, was apprehended in a residential flat in Tseung Kwan O the previous day after he allegedly tore up four roll-up banners in the district.
It added that a political party staff member reported the incident involving banners on Man Kuk Lane near the Hang Hau MTR station on Sunday morning.
Lam has been arrested over criminal damage and is now detained pending further investigation, according to police.
Hong Kong will hold its general election for the city’s legislature on December 7. A total of 90 lawmakers will be elected, with 20 coming from directly-elected geographical constituencies.
