West Kowloon Court on Thursday denied bail to 32-year-old Ng Tsz-lok after prosecutors accused him of encouraging others to confront authorities during mass gatherings by giving protesters bows and catapults that he allegedly made.
Ng was among five people arrested by police’s National Security Department for alleged rioting and sedition offences in a law enforcement action that also saw HK$250,000 (US$32,200) seized.
Ng, a former security guard, spent nearly 5½ years in custody over his alleged role in an unrelated conspiracy to trigger explosions at public venues in an attempt to coerce the government into closing all the city’s borders during the Covid-19 pandemic.
He was first denied bail in March 2020 before a High Court jury acquitted him of all charges last month after a 163-day trial.

Police arrested him in Wong Tai Sin on Tuesday, 54 days after his release.
In the latest case, Ng faces a count of inciting others to take part in a riot on November 14, 2019.
