Policy address 2025: John Lee vows reforms on economy, livelihood issues

Hong Kong’s leader will deliver his fourth policy address on Wednesday morning, with his blueprint for the city expected to strengthen new industry developments to uplift a local economy in the throes of transformation.

Chief Executive John Lee Ka-chiu earlier revealed that this year’s address would focus on deepening reforms, boosting the economy and enhancing livelihoods, all while leveraging the city’s strengths.

The government is also under pressure to roll out measures to help small and medium-sized enterprises survive amid the sluggish economy and protect opportunities for local workers in the face of competition from imported labour.

The blueprint is considered crucial to Lee as he has less than two years to deliver on his agenda before his current term expires in mid-2027.
