Hong Kong to standardise A&E walkout refunds at 88% amid healthcare reforms

Hong Kong residents who decide to leave public hospital emergency rooms before receiving treatment will be offered a refund of around 88 per cent of the standard charge, instead of the current full reimbursement, starting from next year under the government’s public healthcare subsidy reform.

Commissioner for Primary Healthcare Dr Pang Fei-chau on Tuesday said that the special refund arrangements at public hospitals’ accident and emergency (A&E) departments would be standardised.

“If the resident seeking medical attention chooses to visit another healthcare institution while waiting at the A&E department, they can apply for a refund,” he wrote in a local newspaper.

“When the A&E charge is adjusted to HK$400 (US$52) from January 1, 2026, the refund amount will be HK$350.”

He added the government would compile information on the consultation hours and locations of primary healthcare doctors in the community. This information would be accessible to the public through platforms such as the official electronic health record platform, eHealth.

Previously, special full refunds at A&E departments were implemented during long holidays to alleviate overcrowding and reduce the strain on public hospitals. Residents could receive a full refund by submitting an application.
